A transport chair is for one specific purpose - to transport. If you look closely, the rear wheels are not appropriate for self-propelling. This chair is for a caregiver's benefit only.

Several advantages for a transport chair include - easy to fold/store in vehicle, lighweight enough to lift.

The only disadvantage is that a transport chair is not covered by insurance. It's available as a cash purchase only. However, if you frequently load a wheelchair for someone who can not self-propel anyway, the benefits outweigh any out-of-pocket expense.
